It is tested according to income but not capital. Again this will change with Universal Credits.

Well I just googled this and came across HMRC's official position

I didn't quote people with disabilities. People with disabilities have a generous entitilement.

Nowhere on that page does it state claimants must earn 30/ 16 x NMW.

I don't know where your reference to disabilities has come from.
