Enforcement Notice for former lodger - help!

Hi, have posted previously re. trying to get debt companies for former lodger to stop thinking he's here. Most of them have stopped except one. It's come to a big red "enforcement notice" hand delivered today, by an "enforcement agent".

It says: "I have called tody to execute a Liability Order issued to us by our client XXXX Council. I am authorised by the court to remove your goods/vehicle ..." etc. Says to contact within 24 hrs the mobile number given or that'll be it.

It is on Equita headed notepaper.

I have my ID to hand (I'm female so obviously not him).
Can they force entry? Are they likely to try?
Can they force entry when I'm out? - this is worrying as I have free range houserabbits (well, free range in one room, but I suspect they are not too bothered about closing doors behind them... )

Any advice appreciated.

Ps. I think I am classed as a vulnerable person if that counts for anything legally.

    Contact the council, tell them that the lodger does not live there and to call off their dogs.

    They couldnt force entry even if the lodger lived there. You are under no obligation to prove who you are, but in this case (being government enforcement) it might be wise to co-operate somewhat with the bailiff if only to get them to go away.

  • What sort of council debt is this?
    I'm pretty sure it's unpaid council tax. I haven't read most of the correspondence, just this hand delivered ne looked ominous, I knew what it would be.

    I've just tried this. They told me they'd let the bailiffs know the person isn't at this address... but then told me they (equita) already kow this! When I asked why they were still coming here, I was told "Because they don't have a recent address"! The woman was really short with me too, as if I was the one doing the harassing.
    This is affecting my health quite badly. Meter reader hammered on the door earlier and I was instanty on high alert, fight-or-flight, took ages to stop shaking afterwards. I'm anxious and experiencing increased flashbacks and thus disturbed sleep, just knowing they're going to be knocking (I have trauma infuenced depression and anxiety). Im trying not to worry about it but not good if every knock at the door creates an involuntary phyical reaction like that.

    ETA: Just called number on letter (witheld mine) and bloke sounded very nice. Explained to him that the other debt companies have a new address for this guy but I don't know it! Don't know what'll happen now but fingers crossed. The fact that he sounded so reasonable has eased my mind quite a lot.
