searching websites- what makes an entry 'relevant'

flickr, job sites etc.. who or what decides what is most relevant item to show first, on search results?


item tags, page views? stuff they are trying to sell..? On job sites especially, hardly any 'relevant' listing (default search result view) seems to be so!
Long time away from MSE, been dealing real life stuff..

    The person who designs the software that runs the site creates the rules for how they are ranked/ their "relevancy" is scored.

    Some may be buying an off the shelf product or adding Google Search to their own system in which case its a configuration within the scope that the software allows. Alternatively some will have started with a blank sheet of paper and an analyst spoken to the business on how they want it to work and then documented it and passed it to the developer to code

    Ah, now I've read the OP properly, not a lot :o.
  • On jobsites I would think 'most relevant' = the one they earn most commission on :)

    You would imagine its one of the factors, doubt its the sole one as I dont see many CFO or CEO jobs appear when I search for "project"
