P4Parking PCNs, POPLA REFUSAL & TNC letters! Please advice!!

I have read most of the forums here including the newbies threads on parking penalties and popla services however I have not been able to come across any threads similar to my situation as my popla appeal has been rejected.
Please have a look at my issue below and advice if i have missed out on already given advices on this forum, i am happy to revert back to it.
I received 2 PCN from P4Parking at a private residential car park for not displaying permit (London).
I had recently moved to a new place and I have the allotted parking bay (Apartments basement) on rent via agents, I pay monthly to parklet.com and am in direct contact with the landlord aswell. I moved in on the 10-08-14 and parked my vehicle properly on the given bay; and went back to the parking next day 11-08-14 to find 2 PCN served overnight within 24 hours for the same reasons. To be honest, I was not aware about displaying the permit although i only noticed it afterwards that it should be displayed on the signs all over.
Having a legal valid and permanent permit and paying expensive rent for the parking bay, I was frustrated and worried about paying 2 unfair penalties on top of it (Not like i broke some serious law or made an offence, i legally hold a permanent permit!). I googled a bit about this and decided to appeal on 12th August 2014. Both appeals were rejected by P4Parking on 8-9-14 so I appealed via Popla on 7-10-14 (Waited until last minutes to drag).
On 3rd November 2014, I received an email notification from P4Parking that the PCN issued on 11-08-14 has been now cancelled and POPLA has been notified that this matter is now closed.
On 13th November 2014, I received an email notification from POPLA stating the same for PCN issued on 11-08-14 (Not sure if it was the appeal which was successful or if P4P pulled out? but YAY!)
However, on 14th November I receivd POPLA notification of refusal for PCN issued on 10-08-14 and that I should pay £100 within 14 days. At the same time, I have also received TNC Parking Services unpaid parking enforcement notice on registered keeper's name and address dated 11 NOVEMBER 2014 (Before the decision date) and have been requested to pay £140 within 14 days.
I am now extremely confused about this matter. Apparently I should have 14 days to pay the outstanding amount, how could i recieve enforcement letter before/same time of decision? I thought the ticket is frozen until the dispute is resolved (Not sure if the dispute still allows discounted rate within 14 days but mine doesnt!) Besides, why did they cancel the second ticket and not the first one? As they both were served under the same reason and same circumstances.
A bit concerned about the TNC enforcement letter as it is on the registered keeper's name and I am the second driver (All appeals on my name)
Please advice if I have any options left to avoid this after POPLA refusal or what would be the best way to handle this. Also, please guide if I should read anything else around here? I am sorry to sound so dumb in regards to the forum website but this is the first time I am using it as the situation has bought me to it. Also, i must appreciate these forum are VERY helpful.

On what grounds did POPLA uphold your original 2 appeals and on what differing grounds did they reject your last one?
There is the possibility for an application to the chief adjudicator that he review the last decision on the grounds of inconsistency.
If you have a lease that grants you use of the parking space what does that lease say about you having to display a permit?
Please read the Newbies thread to provide some of the background to the legal issues. First of all, the PoPLA decision is not binding on the motorist. In other words you do not have to pay.
As above, see what your lease says. If there is nothing about having to display a permit then this trumps anything the PPC puts on their signs.

In your contract with Parklet does it stipulate that you must pay £100 if you fail to display a permit? If not, then on what basis does P4P think that you owe them any money?
In any event, they have suffered no loss and would have difficulty getting a brass farthing out of you from a judge.
You have been mucked about by them enough and, i.m.o. you should have no further dealings with them. If the contract with Parklet is not condoned by the Managing Agent, (and many STAa do not allow subletting of car parking spaces), you should tell Parklet to sort it out.You never know how far you can go until you go too far.0 -

Just ignore TNC.
You could send a Notice of Cancellation to the PPC.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The one which got cancelled was pulled out by p4parking hence popla only informed about the cancellation. And the one remaining POPLA said that I am responsible to display the permit (briefly). I am not the landlord hence have no access to the lease. Initially when i contacted the parking's landlord about it he said to ignore it and to be honest is not very cooperating either, so i'm kinda on my own here trying to sort this out, I will read the newbies again i might have skipped some last time

The newbies thread tells you everything you need to know including the forum acronyms.
Terrible waste of a perfectly winnable POPLA appeal but now you will just have to ignore the letters like we all did for years before POPLA existed. So what, it's no biggie. Learn how to appeal properly next time though.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
