Premier Parking Logistics

Hi Guys


I recently received a PCN from PPL which I have no intention of paying! I won't go into the details here but I believe that the charge was levied unfairly.


Now, you good people on here have loads of good, well intentioned advice, but on browsing other similar forums the advice is conflicting.


Can anyone answer a couple of questions for me regarding PPL (owned by the infamous Walton Wilkins)?


Has anyone successfully ignored a PCN issued by this outfit. Has anyone actually been sued by them?

    Not a member of any DVLA-accredited trade association therefore has no way of finding out who you are. Do not contact in any way and you will hear nothing more of it.

    Yep this lot have been mentioned before - keep the fake PCN but ignore it. You could report them to Trading Standards locally if the PCN or signs claim they are members of a Trade Association or that they can get DVLA data.

    Yes, because it can't go wrong! They can't get your name & address data, they can't clamp or block you in - and you can park there again.

    I think I should qualify the post by Bazster above and c-m's later post.

    There is no way that they should be able to get your info legally. However, if they do contact you at home, please come back to us for more help as we will be most interested.
  • Thanks Guys Dad. Bazster and CM know their stuff but I wouldn't hold it against them if it goes pear-shaped - and I wouldn't want to tempt fate by being too confident :o


    Here's a thought! If this had been a company vehicle PCN'd previously (to another driver) can they use the information he/she provided to trace the keeper (i.e. the company)? Any thoughts guys?

    How would they do that? By looking the driver up on the Public Register of Company Vehicle Drivers?

    Anyway, the law is clear (PoFA 2012 Schedule 4 Clause 11). In order to invoke keeper liability the keeper details must be provided by the Secretary of State (i.e. DVLA). If the keeper were identified any other way then there's no keeper liability.

    You are giving this far more attention than it deserves. Just file and forget.

    What I meant was, if the vehicle has been ticketed before and the driver had appealed or paid-up, he may have given the keeper's details (simply by mentioning who he worked for, maybe). Do you think they can legally use that information to send a NTK?


    Not intentionally giving it too much attention Bazster, I trust what you say but I'm just enjoying the discussion :)

    Fair enough.

    They could use that information to send anything they like, but any such NtK would not establish keeper liability under PoFA 2012 Schedule 4. As I say, for keeper liability to be established they must apply for, and receive, the details from DVLA - and this they cannot do.

    Has someone else been ticketed in the same vehicle and been stupid enough to contact the weasel about it?

    It's doubtful whether he even keeps records of vehicles he's ticketed. His M.O. is to slap tickets on windscreens and rely on some people being stupid enough to pay. Since he has no way of chasing up the non-payers why would he bother keeping a record of tickets issued?
