Loan offer letter

Came home tonight with a generic " The Occupier" envelope through the door. Opened it and it was a loan offer with a form to apply for a loan. It appears it is offered to get people to avoid pay day lenders over Christmas.

All I have to do is fill in the form, with details of my household expenditure, say how much I want and send it back and they will send a prepaid visa card with the loan loaded to it.

Nowhere on the paperwork does it state what the APR on the loan would be, repayment terms etc. absolutely nothing.

I don't need a loan, but have any regs been broken by offering a loan without mentioning even a typical APR, because it all looked dodgy to me.
