NI contributions / state pension / benefits

Hi all
Posting on behalf of my brother who has been in receipt of DLA (if thats the one thats recently been stopped and replaced by ESA or whatever) for many many years.
In all this time noone has mentioned or considered NI contributions - somewhat worried that he may be ineligible for pension because he hasnt paid any NI ?
Thoughts please, and thanks in anticipation
