Excel's got Amnesia

I've got a spreadsheet which is set to Automatic Recalculation, but it's forgetting to recalculate one (or more?) of the cells when I make a change. It's OK if I remember to hit the Calculate Now button each time, but I'm wondering if it's a bug with Iterative Calculation, as this is the first spreadsheet I've done that uses I/C.
Does anyone else recognise this?

It can depend on the number of iterations (you'll need to check this, especially for circular references).

It's set to the default of 100 iterations with a max change of 0.001, but it's not the iterative section that I'm changing, nor is it the iterative section that's forgetting to update either. It's just a normal part of the spreadsheet with this in the cell:
=1-J28/J26
J28 and J26 update correctly, and are not in the iterative section either, but the change was being made using the Goal Seek function.....0 -

This is pretty much what I had been doing. I've modified the spreadsheet now so that I don't need Goal Seek, and that seems to have fixed it, as well as being more convenient. The iterative calculation on it's own seems fine.0
