Shop continues to sell "unfit" goods

I bought red dressmaking fabric which isn't colour fast, despite multiple attempts to set the dye and 10 washes any scraps of white fabric I put in with it still come out bubble gum pink. I took it back to the shop, I didn't have the receipt, so knew a refund was optimistic, but they said they wouldn't have refunded me anyway or even exchanged it. When I asked them for advise on how to set it or for them to contact the manufacturers they refused. They said they didn't guarantee their fabric and I took a chance when buying it. More worryingly they refused to remove the rest of the bolt of fabric from sale as "it wasn't their fault" so they shouldn't lose out. Not only is this immoral, it surely has to be illegal to knowingly sell faulty goods that are unfit for use. As I have no proof of purchase or what they've said I don't expect anything for myself. But, should I report them and if so to who?

I think (from my memory) that this is against the retailers code and they will be liable for any damage they may have caused with colour bleeding- I used to work in head office retail and a dye-run problem was a big problem EXECPT in the case of things like denim which was clearly labelled to say the dye would run and this covered the company- not sure for how long or if it was indefinite but as the customer had been informed it meant no cases could be bought forward.
Retail law with things like this was not my department (I worked more in store complaints and deliveries for the online department) but a case with a dye-run issue would instantly be forwarded to the legal department and was deemed serious as it could end up with compensation so in my mind, I'd be wary of talking to just one staff member and would want to hear from possibly someone higher up (be polite about asking for "someone higher up than you" because it can come across as off!!)
I'd also contact Consumer Rights to see what they say as they may have more info in where the law stands and any changes that have been made to the law which could mean you do or don't have a case.0 -
trading standards maybe your friend here,even the threat of involving them may get a result,also mention the "sale of goods act"0
