wh smith offers

Am I just unlucky or have others experienced offers not working in wh smith.
In the train station I picked up the meal deal. A drink, a packet of crisps and a sandwich for £4. I also saw that if you were to buy a certain newspaper and a bottle of water then the water was free. This was a good offer as the water was more expensive than the paper.
Only the offer did not work. Apparently caused by all items going through on the same shop. Hence they were cancelled and put through separately.
Fast forward two days and I spot an offer any two drinks for £3. I checked the shelf labels picked up a coke and a water and the offers did not work. Apparently even though the shelf label said 2 for £3, they were different offers.
Is it me or are WH Smith really difficult with their offers? Why can't things be simple? Or are they hopeful that people won't notice?
