When you say he went into council accommodation do you mean he's gone into a care home and is looked after or do you mean he is a now council tentant and renting his house/flat from the council?
Has anyone looked into getting power of attorney for him - it's expensive but could help you although it must be done before he becomes so unwell that he can't give consent.0 -

To be honest going bankrupt would be down the bottom of the list of worries if I was in your brothers situation.
It might salve, to a degree, the more serious worry.0 -

you said earlier that he lived in council; accommodation, this doesn't marry up with the above post about the landlord wanting them out. Why does the landlord want them out.make the most of it, we are only here for the weekend.

The Gardener is correct. Very important that you contact debt management expert, Stepchange has a good reputation, When you phone with they will go through all your brothers financial situation and important to make then aware of extent of his disability, With his permission they will advice on his options and work out a plan,
Usually they will contact the credit card company and act on your behalf. A few years ago I had a serious debt situation which I ignored for a while, from my first phone call to the debt line I realised that there were options, Following their advice I managed to sort this out relatively quickly. National Debt Line or Citizens Advice Debt Iine are other options but you will need your brothers permission. Good luck with the HD also. Stepchange 0800 138 11 also very well reviewed 4.9 from multiple users - have a check if you need.

So no assets or non benefit income?
Depending on other debt, a DRO or bankruptcy may be appropriate. Or perhaps and administraion order if a CCJ is obtained and less than £5k owed across several creditor.
Could also be worth pursuing a write off on health grounds. Can take a bit of convincing, but sometime creditors will agree to that when it's obvious nothing is to be gained from pursuing it.
As said, get advice from more than one free impartial source, so you have a range of opinion and advice.Free/impartial debt advice: National Debtline | StepChange Debt Charity | Find your local CAB
