Stirling park debt collection for council tax

Hi
Hoping someone can help me as I have to wait 2 weeks for an appt at cab.
I was informed by old neighbour where I used to live that sheriff officers (I live in Scotland) had been knocking on their doors informing them I owe money for an old council tax debt, she knew the rough amount I owe and who it was for (didn't think they could do that but after speaking to them it appears they can)
I called Stirling park and they told me they had served a charge for payment through the door of my old address, I have no way of getting this and they are saying if I don't pay the full balance within 14 days they will arrest my bank account.
I can't raise £600 plus their fees in that time, I offered to pay £10 a month but they point blank refused. I take it I let them arrest the bank account? I did inform them I don't work as I care for my 2 disabled children but she said she didn't care I had to pay,
