Help for Ebay fraud please

Hi Guys I'm hoping to pick someone's brains on what to do next.
Quick explanation is as follows.
I listed an item for my son on eBay ( a monsoon baby coat brand new still in the wrapper ) which had several bidders,it was won for £26.00 plus £4 postage.
The buyer took a while to pay and I was just beginning to think maybe she won't when I got a message in my ebay to say the buyer has paid through paypal please dispatch your item which I did straight away as it was all ready to go.
A few days pass and I go on to ebay and notice a strange symbol next to the item and when I clicked it said the buyer did not complete the payment,no worries I thought maybe the card isn't verified yet etc so next day and it still doesn't change status.
I rang eBay explained the situation and was told as its a payment problem to contact PayPal which I duly did and was told " oh yes we've had a lot of bogus ids this last few days pretending to pay and then not to"
I was informed I should have gone to PayPal to check the payment was there before dispatch but I said why would I do that when ebay told me the item has been paid through Paypal please dispatch it!!.
I have proof of postage and the persons address where it was sent to,the lady in the post office told me that One of them are responsible as they allowed fraudulent activity to take place on my account.
Please does anybody know what I can do now as I'm not very good at putting things across and would appreciate a little help on what to say to them etc.

    I don't think that you can do anything other than report the buyer to Ebay. You have proof of postage but that won't help at all in this case. I don't suppose you sent it signed for?

    Paypal payment emails to not appear in my ebay.

    Can you copy and paste the message you received?

    Surely your Paypal registered email address has received a 'Name via Paypal' Notification of Payment Received ?

    I can see an eBay refund coming here. Might need to raise a eBay Dispute..

    Im not sure what sort of dispute you think op can open?

    The op has unfortuately been scammed by the buyer through no fault of ebay.

    Paypal payment emails go to the paypal email address and never go to through ebay messages.

    Unfortunately i cant see that there is much op can do via ebay or paypal as they did not follow the correct procedures and sent the item before payment had been confirmed.

    The only route would be to report it as a crime and try the small claims court.

    Op, you always need to check the payment in Paypal rather than an email message.

    If you have sent without payment, you need to learn and move on.

    OP, buyers can mark payment sent and can do fake emails through eBay (which is not where a PayPal email would show) but unfortunately paypal are correct, it is up to the seller to check the payment is OK.

    Thats why i use a different email address for ebay and paypal.

    A scammer can email me saying its paid for but it will be my ebay address not the paypal one.
    Always log into paypal to verify also.

    I always open a new browser window and always close it after also. Never follow links. There have been issues where your still on the same page but it opens paypal in a frame.

    So many potential scams you need to be careful.

    Thanks everyone for all your input,lesson learned as I only sent it as normal 1st class post.
    How did they do it as the item showed in my ebay items sold with the green message the buyer has paid for this item please dispatch,I'm baffled how once I'd clicked the dispatched button and put in the pop number it then had the symbol next time I went to check it had the buyer did not complete the payment.
    I'm going to have to let this go as I've not got the good health for a battle right now.
    If I did open a court claim the buyer would just say she's not had it so I'd be down another £30 for the court.
    The maddening thing is I've just had my fvf for the sale £2.60 to add insult to injury.
