PCN from Wing working for Islington council

Hello,
I have received a parking ticket from 'Wing Parking' for not displaying a valid permit. This is my personal bay which I pay monthly for, in which no one else is allowed to park. The ticket is issued with the Islington Council logo on it.
My questions are:
1. Do I appeal to wing parking even though they haven't sent me a letter, only a ticket on the windscreen?
2. Or is this something Islington council will get involved in?
I have copied the letter on your newbie post, but I need to be sure on which grounds I am appealing this ticket, so I don't get bitten when going to POPLA.
Do they need to have an agreement contract with the council to patrol my street? How can they prove the cost when that bay is paid for on a monthly basis?

Read other Wing threads by searching the forum for 'Wing'.
Best to send the template appeal (the whole template appeal from the Newbies thread) around day 21, so delay it a little if you've only just got the PCN.
Best not to wait for the NTK as they faff about and refuse a POPLA code sometimes.
There's a second stage appeal (before POPLA) they 'pretend' to refer to Islington (it's not the Council it's the Housing Association). We know it carries a misleading logo! Search for other cases or Google 'Wing parking Islington logo' to read other forum posts all about this scam. This IS a bog standard private ticket and they cannot hold the keeper liable as they don't follow the POFA 2012 in their documents - hence why you appeal and complain in 'keeper mode' at all times, nothing about the driver or who parked or what happened!
Watch out if it goes quiet - Wing just avoided sending a poster a POPLA code by going quiet for 4 months then when the OP complained to the BPA about getting debt collector letters, Wing showed 'an email they had sent' with a conveniently-expired old POPLA code on it from July! So if Wing don't reply at each stage after 40 days, always follow up and complain by email to the BPA to make sure this can't happen to you. Only wait 35 - 40 days each time.PRIVATE 'PCN'? in which someone requests the contract between Islington and Wing parking, there is a reply at the end of it for anyone that's interested.
But ultimately here is something that could be interesting.
"4 How long is the contract and when does it expire?
The contract was awarded for 3 years, plus two possible
extensions of 12 months each, therefore a maximum
period of 5 years. One 12 month extension has been
agreed. This ends on 30 September 2013. A second 12
month extension is currently under consideration and
would expire on 30 September 2014. The contract could
not be extended beyond that date. "

How very interesting. I would bung that evidence in early, when you appeal around day 21 or 22 after the PCN date (count carefully, the idea being to get the template appeal from the Newbies thread with Wing, deliberately, so they receive it only shortly before the 28 days expires).
Then they will faff about insisting you must do a second stage appeal, which you then do (same appeal again!) including the info you linked and ask Islington to explain this, seeing as the 2nd stage appeal involves them (or does it??!). It's meant to!
This should be interesting. You'll win but getting a POPLA code out of this bunch is like blood out of a stone so don't assume it's cancelled if they go quiet for over 40 days at any point, niggle them for your POPLA code at every turn!PRIVATE 'PCN'? Thank you for your recent letter regarding the above; we have noted your comments. We have reviewed the case in light of your appeal and we confirm that the vehicle concerned was parked in an area where parking is restricted and that the area is signed to that effect.
However following an investigation of your case we are writing to confirm that your appeal on a discretionary basis due to insufficient photographs being obtained of the vehicle at the time of the incident. We have therefore now cancelled the Notice, you do not need to make payment or take any further action.
Please note that the cancellation of the Notice relates solely to the insufficient quality of the photographs obtained and not to the offence which still remains valid. Therefore if the vehicle is found to be parked again for the same reason, another Notice will again be issued and that charge will stand.

Otherwise, usual WP bolleaux. Apparently, the BPA continue to believe that the prominent use of Islington's borough logo (and other logos elsewhere) is not intended to mislead nor is it likely to mislead PCN recipient's into believing that it is a Penalty Charge Notice as opposed to a Pretend Charge Notice.
It seems, however, that Santa is real and I should expect him to fill up my stocking this year providing I hang it on the mantlepiece.
