Contacting a potential employer after a recruitment freeze

Quick back story. A couple of months ago I successfully interviewed for a position at an IT company. It’s great job, represented a rise in seniority compared to my current position and comes with a decent pay rise. I was the only candidate invited back for a 2nd interview.
The day after the 2nd interview however the manager who interviewed me E-mailed me to let me know that even though he thought the interview went well and he was very keen to make me an offer, a senior director in charge of the purse strings had decided that day to put a temporary halt on recruitment. The manager had spent the time after my interview trying to appeal (he has allot of work that needs doing as wants an extra team member asap) however he wasn’t successful.
He offered to keep my details on file for when things change, assuming I still wanted to work there. I responded letting him know that I would be happy for him to contact me. He said he was confident the freeze would be lifted in about 2-3 months.
In the meantime I’ve been keeping up the job hunting. I’m currently employed and whilst I do want to move on there is no great need for me to do so urgently. A couple of potential jobs have come up, but so far nothing that has resulted in an offer and none of them was as appealing as the frozen job.
Now we are approaching the time when the freeze should be lifted I’m trying to decide if it’s worth sending the manager a catch up e-mail to let him know that I’m still available and keen to work there or if I should just wait for him to contact me.
Would such a mail be appreciated and display enthusiasm or would it just make me sound impatient and needy?

I don't think there is any harm in letting him know you still exist. Obviously don't be too pushy but a simple catchup to put you fresh in his mind wouldn't hurt at all.0
