teachers pension and also a sipp

my wife wants to start contributing to a sip to run alongside her teachers pension. I know someone on here will know the answers to my questions as they always do.
she has been told by the teachers pension people that her pension growth allowances are the following for these years :
2013/14: £7980
2012/13: £2017.43
2011/12: £6738.17
2010/11: £15106.90
(bit confused why the figures are so different as the slary didn't change -cpi inflation maybe?)
her salary is just over £40000 per year and she has just inherited some money - so the question is how much would she be able to put into a sipp for this current tax year?
any help gratefully received

Since she can carry forward heaps of unused allowance from the previous three years, I'm going to guess that she's limited only by her earnings, so £40k gross for this year. Happy to be corrected, of course.Free the dunston one next time too.0
