Hmm, I was going to suggest trawling charity shops for old mens tweed jackets to cut up but it looks like the individual pattern pieces you'd need would be too large - unless you're quite an experienced dressmaker, in which case you could add in tastefully placed extra seams to get over this?
I have seen lady's tweed dresses with fuller skirts/in big sizes in charity shops in the past, or men's coats, which might do it.
Local independent fabric shops and markets with fabric stalls tend to be the cheapest for buying new but are hard to find these days. Whereabouts are you - then someone local to you might have some suggestions as to where there are some good ones in your area?
For special projects needing very specific fabrics that I can't find in local shops I often buy online. Truro Fabrics are one of my favourites - massive choice, speedy delivery and really high quality with fantastic customer service and cheap sample swatches that you get half the cost of back if you buy the fabric, but they can be pricey.
They have this...

£22 a metre but it is 100% English wool - woven in England too.
They have a lot of other tweedy wools as well.
