Council tax rebanding do i have to claim repayment?

Thanks to MSE I have successfully challenged my banding :j
My query is whether I need to contact the council about a refund since 1993 or if this is done automatically.
Also there has been restructuring in Cornwall from 6 district to one county council, will this affect things?

The council should refund automatically. However some councils will only refund 6 years because of decisions in Court of Appeal cases.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
