Apologies if this has already been mentioned but can you get a bike through the cycle to work scheme money is taken as a salary sacrifice and usually works out at roughly £5 a month for every £100 borrowed over a twelve month period. After this you don't pay anymore until the bike is 4 years old then you pay a nominal fee to buy the bike or give it back in essence it's bike leasing and saves you money

The best budget bike to buy new is the B'Twin Rockrider 300 mountain bike from Decathlon, unfortunately it's no longer £99 and will now cost you £129 - Rockrider 300.
Similarly or cheaper priced bikes like those you listed from Halfords will just lead to you having buyers remorse.
Ideally you will take the advice people have already given about looking for somewhere local to you that sells refurbished bikes. Still expect to pay £100 because any decent outfit that sells refurbished/recycled bikes will have refitted the bike with basic but decent parts. The cheapest in my local bike recycler is £130, he can't make them any cheaper than that.
