Harrassment by water companys Debt agents

Having experienced undue harrassment by water company's debt collection agents chasing someone's alleged debt for 11 months after the water co accepted that their search co found wrong person. (Their search attempt showed real incompetence, but not my job to do theirs.)

I'm wondering how I go about claiming for compensation for their distressing and annoying antics. This is wasting a lot of time collating their letters and calling attempts. They mention Consumer Council for Water 'ccwater' in complaint procedure, but court seems to be more appropriate; especially as there would be 3 defendants.

Does anyone have experience in this area?
