The apparent shortage of "tall" size pants for women..

My partner says she needs 33" inside leg for trousers in a trouser/jacket suit combination. The kind of thing that would be suitable for work. And yet there seems to be an apparent shortage on retailers. Surely there are more and more taller women these days?

For example a quick look on the debenhams website shows an almost complete lack of suitable garments. Any thoughts ladies??
