University of York Parking ticket - advice please!

Dear all,
am new here, so hello.
Sadly I can't attach a photo, but I have received recently two identical parking tickets from the university of York, for different times (from which I have now left). One was for February 2014, the other May 2014.
Description:
It says: Re: Keeper Liability Notice in bold, before going into the main body of the text. at the bottom is a payment slip, which says "return to the University of York"....
I started ignoring them, as I read an article by one of the student newspapers that they had no legal weight behind them/were private thus didn't matter, and thus couldn't follow up on them. However, after ignoring the initial on-the-windscreen notices, I received these in the post - how they got my details, I don't know. The letter also talks of sending a debt collection agent. Is this an empty threat?
What I wanted to ask was whether this was a private ticket, or not? And if it isn't, then does anyone have any advice as to what to do. A few of my friends are ignoring theirs, too. The reason I ask here, is because on googling this, there had been a now closed post of someone doing a similiar thing, and the advice given was to ignore it.
Any help much appreciated!

Are you saying two 'Notice to Keeper' letters arrived now, talking about PCNs from February and May? LOL they are far too late for keeper liability unless they sent a Notice to Keeper earlier. It's very similar to this case just resolved by way of a complaint to the BPA about the Uni of York doing EXACTLY the same thing:
