is it collect from store or postal offer...if post, what are the charges, do you need coupon from paper, do you have to even buy the paper?

It's a postal offer with no online option given, unfortunately. You need to send the coupon from the paper (on page 106) along with £3.90 for postage.
Other books in the Rough Guide UK series are available to buy at a specially reduced price blah blah blah.
