can I change from yearly to more frequently? I have only just finished paying off 2013 council tax with loads of extra late charges on top.
Dreading next April when the entire previous years bill just hits you in one go.
I wish I could get quarterly or something?

?? As far as I'm aware Council Tax is usually paid in advance, not in arrears. The details will depend on the particular council but usually you get the bill for the coming year in April, and can then choose to pay it in 10 or 12 monthly installments (so you should have had a bill for 2014-15 in april this year and next Aprils will cover 2015-16).
But they may not give you this installment option if you still have arrears outstanding from the previous year, and if you miss a monthly payment then I think they have the right to demand the whole years payment straight away.0 -

This might be stating the obvious, but have you tried asking your council?
My council starts from scratch each year, i.e. if you're a late payer and they put you on full payment in one year, you can go back to monthly payments the following year. It happened to a friend of mine.0 -
Council Tax is paid by instalments (default is 10 monthly payments - you can opt for 12 on request (or more frequently if your local authority gives them).
Although you may have lost the right to pay by instalments for 1 particular year you retain the right to pay by instalments for the next year . They cannot refuse or remove the right to instalments at the start of the year (you can later lose it for that particular year due to late/non payment).I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.0
