Help getting loan.

Hello, sorry about the title wasn't sure what else to put.
Firstly hello everyone this is my first post, I joined up to try and get a little advice for my daughter.
She is in her early twenties and has been in full employment since her graduation 3 years ago. She has privately rented house/flat near to her work and has a credit card that she pays off monthly. She is doing a masters degree as well as continuing her full time employment and was hoping to get a loan to cover the uni fees. (no student finance available for masters).
She has banked with Natwest since just before she started uni approx 6 years ago and went to them initially to apply for a loan. Although the man at the branch was nice and helpful they turned her down, he told her its partly to do with the fact that the account she had with them was a "non credit scoring account" ( I did not know there was such a thing) and that she doesn't have enough history, even though they can see her cc and account have always been handled correctly. He advised her he would re apply but put it to a real person to decide as opposed to a computer program.
Today she has been told that it has been turned down again, due to the non scoring account and that she withdrew cash on her cc on one occasion when she had lost her debit card, even though she explained the reason and the balance cleared again at the end of the month, they said it could mean you borrowed to pay for day to day things.
I cant understand why the bank were happy for her to have this account and had not advised her better, really dont know what advice to give her now. Where could she try where they may be more understanding, she needs low rates and expected she would be eligible as she felt she should have good credit history.

    What's her income in relation to the loan amount requested? Lenders are cautious to hand out more than a combined 50% of your total annual income as credit. If she applied for more than that, that could very well be a reason (and several exist).

    How long has she held the credit card and how long ago was the cash advance?

    The non-scoring current account probably didn't have an overdraft associated with it.

    If she requires a low interest rate with limited credit history an option could be that you take out the loan in your name (you presumably have a healthier credit history) and have her pay you instead - but that's entirely dependent on whether or not you're willing to accept the risk that she "defaults" on you and you're left to pay it off.
