Sounds reasonable to me, seeing as how the shop would have built the first bike from a bucket load of parts. The complete bike is of no interest to Specialized, the shop has to strip it down anyway before sending the frame back and THEN when the new one arrives they've got to build that one up in the same way as the first.
Do you expect them to just bin a load of perfectly good parts? Parts which probably make up over half the cost of the bike?

Update: Specialized finally saw sense, sent out a brand new bike and once the shop had built it and it had been in my possession for a couple of weeks they contacted me from their UK HQ.

They apologised for the inconvenience and offered me £260 in compensation to spend at one of the Concept Stores.

See, a lesson to the detractors on this forum, if you persevere you can get a positive outcome from a negative experience.

Under SOGA you have no automatic right to a replacement whatsoever. The retailer can repair, replace or refund, at their discretion. They initially chose the first option and were fully entitled to do so.
You've got an excellent end result, but it's not one in law that they had to give you.
No free lunch, and no free laptop ;)

No doubt the OP will be back in another six months with a response. ;)
