Remortgage giving me headache

I've just realised that it's over two years since I first decided to remortgage because my discount has ended and anxiety paralysis has meant I still haven't done it. Can anyone help?
I got Martin's booklet but it left me more confused than ever, with more questions than answers. The golden rule seems to be "it all depends" but I just want to get a good deal and get it over with. I went to L&C but their deal didn't seem that much better than what I've got now.
I'm with Standard Life who have offered me a three-year discounted at .4% off SRV of three-year stepped starting at 1% off then doen to .2% in year three for an arrangement fee of £299. Doesn't sound great to me.
The mortgage is around £44,000 (with penalties of about £170 payable on a small percentage of this that was a drawdown). The property is worth about £140,000 now and I'm earning about £30,000. I wanted to keep it simple and just look for the best two or three-year discounted deal over a 15-year term.
Please could someone put me out of my misery and tell me there IS a simple answer?

Standard life are not top of the rates at the moment so I would have thought you could find a better rate. Britannia don't pay a Proc Fee and L&C don't charge Fees, so I wonder if that is why they do not have it on their availability list?????
I could be completely wrong and I don't know whether L&C have a panel of lenders or access to the whole of the market in the true sense.
I know that I have access to the whol emarket within my network, but I do not have access to the likes of HSBC, Britannia, Direct Line, etc.I am a Mortgage Adviser
