    Surely the council have to act on health and safety grounds; especially if there is vermin.

    How do you know that the house was inherited by someone if they have not changed the deeds. Have you applied for a copy of the Will or is it just an assumption.

    I would report vermin to the council and if they refuse to act contact your local councillor or MP. Your MP is likely to write to the Council CE and that might get more action than a Council helpline. The councillor will be concerned that when there are housing shortages a house is allowed to decay.

    That said I presume someone is paying Council Tax on the house, otherwise they would be acting?

    If not the Council can issue Empty Property Management Orders, but rarely do.
    Few people are capable of expressing with equanimity opinions which differ from the prejudices of their social environment. Most people are incapable of forming such opinions.
