Gas, electricty, water (whether metered or not), telephone, etc., are paid for after the service has been provided.
Only taxes are demanded - with menaces - in advance (TV, car licence, council tax - even a chunk of income tax if you are self-employed!)0 -

Actually, phone rental is demanded in advance - so if your bill is largely rental, with few calls, then you are paying them in advance.0
