Mortgage application - Electoral Register - wrong information

Hi guys, I'm going around in circles here so any info would be gratefully appreciated.
I've applied for a mortgage. The borrower has refused on the grounds of me not being on the electoral register. I clarified this with the Council who supplied me proof that I am infact on it and have been from the dates I declared being at my current property. The mortgage company came back asking who the other people are that lived here with us when we moved in???
It appears that our next door neighbours were on the electoral register under our address for the 3 years it was vacant prior to us moving in. There is a period of 6 months whereby looking at the register it appears they were living with us at our address.
When we moved in, the lock from the outside postbox had been removed and for a few months we constantly received our neighbour's post but with our number on. I just thought it was a mix up.
They run a registered business from their own address, and it was a repossessed property. Were they using our address to avoid some sort of tax issue? Maybe to avoid the bad credit history on their own address?
They don't speak to us, and generally make our life hell where we are at the moment, hence us wanting to move!
Is there anything I can do? They have deliberately given false information to the council on the register, and no doubt to other bodies. The fact that my house purchase has been delayed due to the queries on the mortgage application infuriates me.
