What are the legal references for these blanket statements? Because there is no law that says "they drive you out, they drive you in". Simple as that. And since we know nothing at all about the OP's job esult - a public sector that is becoming more like the private sector.

    Yeir side.

Too many words to read so i didnt bother. Yet reside safe in the knowledge you are wrong. The employee has a law that covers them. You should know what it is if your employed. And of course the alterinitive is every incident which doesnt get copoerated which results in a accident book entry and reportable amount of time of work. The council aint silly, theyre not gonna risk it. Nothing. Repeat nothing is more important than the employees welfare, ever(ever for effect).
