Question on a loan application

Hi there,
I applied for a loan online on Sunday and received an email from them yesterday to ring them to discuss the loan application.
The apr I was offered online was 4% after speaking to them this has now gone up to 9.1% and the monthly payments have gone up?
He is sending me the paperwork to look at before making my decision if I look around for a better offer will this be difficult as I've been offered a loan but not yet taken it out? ( if that makes sense) as they have a price promise on the apr if I get offered a like for like loan they will beat the apr

Were you actually offered the 4% APR interest rate after completing your application or was that the advertised typical APR?0

I'm pretty sure that's what the offer was once I had applied as it came up with the apr monthly cost etc as I wrote them down0
