Owed wages?

OH's employer just cannot seem to get his money right. He was promoted about 2 months ago and has not yet received the wage rise. Also he does overtime most weeks and is owed quite a lot of this.
I estimate in total he is owed £4,000 and this amount grows weekly (he is paid weekly). He works for a big organisation and has talked to them about it and they just keep saying they will sort it out.
He does get some of the outstanding money but only small amounts i.e. £100 one week.
He does not really want to leave as he really loves his job but what should he do?
If he threatens to leave they may take him up on it (although I doubt it) and where would he stand then for the monies owed?
Am I right in thinking they are actually breaking the law in not paying him the correct wages?
To be honest it is just becoming a nightmare. He is working all the hours under the sun because he is so busy (70 hours a week) and because in all honesty we need the money. He is absolutely knackered at the moment, really down and depressed and worried because we cannot pay our bills. We have no real debts and the bills have only just come in but we want to pay them and get rid of them.

By the sounds of it, this appears to be an admin error rather than the company trying to rip him off. Certainly not worth leaving over.
If he has been going through his line manager, he needs to be speaking to HR or similar. Depending how that goes, you can always raise a grievance further down the line, but gently at first. £4K is a lot, though.Today is the first day of the rest of your life0
