1.Quite often- we buy multiple copies when they do as usually the use by dates on them give you a chance to use quite a few vouchers if you do several smaller shops in tesco. The best ones are vouchers off of magazines which appear regularly e.g. £2.70 off of Easy Living mag and the Daily Mail book club token which appears in one week a month, once at the weekend and once in the week, for £4. But we live in hope for others and often get some great deals- There are also some store specific ones,for instance for superdrug who occasionally have a newspaper token giveaway.
2. Most people on the thread use them in Tesco off of their general shopping, not off of the item itself. Some use them in Asda or Waitrose- see thread elsewhere on coupon use. Some individual stores vary from the general Tesco policy of taking coupons.
