Yes it is. Put an out-of-region Blu-Ray movie in and you'll get "Mismatch between disc and player region codes. See packaging for details."
PS4 DLC bought on an account region other than the original game's region simply won't work.

Games and console are region free.
Films aren't, unless they say abc on the back.0 -
PS4 region coding is optional like the PS3 but so far I don't think any disc has used it. I have one game on the PS3 that is region coded "Persona 4 Arena" that was coded to stop imports from North America to Japan due to the games having full Japanese language and being much cheaper in NA.
As to the original question I have a Japanese 3DS it is region coded and only has the Japanese language available.0 -

It would surprise me to see Sony release a new vita given they just did a revision this year to release the slim model, so it'd be a bit of a shock to see any fundemental changes for a while.Retired member - fed up with the general tone of the place.0

I am now looking at the new 3DS LL as well tempting at £120 plus shipping. I presently have the original 3DS so the screen size would be an upgrade as well.0

I was under the impression the PS4 had been region locked - as I do not own either "next gen" console it's something that I don't have direct experience of in enough detail to be sure of that. But if they are limiting DLC options to the region the disc originates from & limiting multiplayer opportunities as a gamer I'd consider that region locking by proxy. It's a headline move to allow games to be played from other regions which is widely popular amongst gamers for varying reasons but to then limit the experience of the game behind an arbitrary border is incredibly short sighted.
As for a Vita XL, that's a potential future for it, but it's not one I'm entirely sure that Sony will go down. People said the same thing about the PSP but interestingly Sony stuck with the same size screen until they brought out the go when they reduced the size of the screen. If it were me in charge I'd probably look towards increasing the screen & take advantage of what to me seems like a better machine. How viable that is on a cost basis I don't know, you already get the feeling though that if they've moved from OLED to LCD already it's something they're aware of. With all that being said, I've seen this story before, PSP was a better prospect than the DS with all it could do but history will mark it down as a distant second,Retired member - fed up with the general tone of the place.0 -
