Standard rate PIP 'shock'

After waiting over eleven months a relative is very pleased but shocked to be awarded (after a medical examination) standard rate PIP for mobility only. He can walk short distances with two crutches but he was really asking for help with his daily care needs.
They put a lot of information on the form and told the doctor at the medical about all the help he needs day and at night - mostly from his wife but often from his teenage son. He would not be able to manage on his own at all without his family to help him. (He has been told he can ask for a reconsideration but, for now and after waiting over eleven months, he is just grateful to be getting anything.) He has not been able to work at all.
He received no award for daily needs - just the mobility. Even so he is pleased to get anything at all. The letter said he could apply for a blue badge and a mobility car - but no one in the family can drive and they have to live on benefits now.
Does any one know of a link I can use to help them in case he is eligible for anything now that he has this mobility PIP, please?

If your relative's letter said that he could have a mobility car then he would be on the enhanced rate of the mobility component not the standard rate of PIP.
Such an award would suggest that his mobility needs would also involve care needs.
On what grounds was the care aspect turned down?
If he has been awarded the enhanced rate of mobility then I suggest he does appeal this (mandatory reconsideration first). Perhaps ask for some help from CAB/welfare advisor.
There is a time period for appealing so do check 1) the actual award and 2) the time limit.0
