House not yet banded - do i have to pay yet?

We're in a new build house which has yet to be banded for council tax. As a result, we're not currently paying it but have been told it would be back dated to the date we moved in. Is this correct? We're not currently having recycling/rubbish collected etc - as if we don't yet exist in the eyes of the council.

Am I in a position to argue that we should only pay council tax from the date which we're banded?

Council Tax is only legally due for the date the property is entered in to the Valuation List - this may be a retrospective date by the time the list is updated. The council are required to use the date on the Valuation List and you will be billed retrospectively for this period if required.
