Help with bailiff

I was a few months late with my council tax for various personal and clerical reasons (claim form for housing benefit missing in the post) but am now up to date.
However, the bailiff visited me and left a note saying he intends to come again tomorrow for his fee of £310.
Initially it was 75 but he says 235 is now the standard fee despite me calling equita, for whom he works and offering to pay the 75 they said i must deal with him.
Can i negotiate or just not open the door? I told him i work in cleaning and simply do not have that sort of money but he said we shall discuss this tomorrow. Im worried. Any help would be appreciated.

    I have to agree

    I do not know the legalities of these people but there are some extremely knowledgeable users here who will advise your best course of action but certainly do not answer the door/let him onto your property without getting advice first.

    I am sure someone will be along soon who knows and hope your situation is resolved soon!

    Did the bailiffs give you 7days notice before visiting?
    When did you pay the council the outstanding debt compared to when the bailiffs first wrote to you?

    Was the visit yesterday the first one?

    From the factsheet:
    The bailiff should give you seven clear days’ notice that they are due to visit you. This is sometimes known as an ‘enforcement notice’. ‘Clear days’ do not include Sundays, Christmas Day or bank holidays.
