Tar-like substance on clothes

I am hoping one of you lovely people can help me. My husband has got a tar-like substance on his shirt and tie while at work after leaning against some rubber that must have melted at some point. I am not sure how to get it off but am sure I must need to do something before washing them? When we got it on our hands it was impossible trying to rub it off, it eventually came off with washing.

Hold an ice cube on it and see if it comes off when frozen?0

if it is sticky try swarfega.. or the good old WD40.. (I know I have a fetish!)

white spirit i have used to remove similar but test in a discreet area first0
