Tar-like substance on clothes

I am hoping one of you lovely people can help me. My husband has got a tar-like substance on his shirt and tie while at work after leaning against some rubber that must have melted at some point. I am not sure how to get it off but am sure I must need to do something before washing them? When we got it on our hands it was impossible trying to rub it off, it eventually came off with washing.

Any suggestions?

if it is sticky try swarfega.. or the good old WD40.. (I know I have a fetish!)

Or massage washing up liquid into it and leave it to soak it might break down the stickiness enough to remove it.. careful not to spread it though... it works with oil
