Er, no it couldn't! I need to wee just as often as anyone, but I've never done it in public.
If this man was at City Hall, there are any number of public toilets, bars and cafes nearby, he could have used one of those (and yes, 99% of them will let you use their toilets if you ask nicely). There's no excuse for such disgusting behaviour.

You should have called the police. There are cameras everywhere in that area and I have previously called them with respect to drunks and they were superb at identifying the individual and routing an officer over to deal with the problem. An act like that described would be sufficient to get someone arrested.Always overestimating...0
