They do not have to be declared for any purpose that I am aware of, but there is a distinct lack of information on the subject on the web - everything I could find just emphasised that they were non-taxable.

They are tax-free like an ISA.

But Ma-in-Law's social worker told her that ISAs count towards the amount of capital that an applicant is allowed to have before benefits are reduced. We didn't go into any detail whether or not the interest had to be counted as income (int rate is so low that it made no practical difference)

Yes, of course - it's still an asset and counts as capital.

Unfortunately that doesn't answer the question. It means they won't count for Tax Credits, which generally takes taxable income only into account, but says nothing about their possible effect on other benefits.

Well I've been more specific now and answered the original question.

Fair enough, but it does make me wonder whether there are any circumstances at all in which they might be classed as income.

    Not that I'm aware of.

I'm an accountant by trade but not a tax expert however would be confident it sits in the exempt income as interest/dividends from ISA's would.

Clearly, one should always seek clarification from HMRC if unsure.

I suppose I was thinking about more esoteric thinks like assessments for child support or bankruptcy, where HMRC might not be involved.
