What's wrong with Win 8.1? Could you be mistaking it for Windows 8? (EWWWWWW !!!!!!!)
That doesn't seem like a bad price, considering it includes a monitor. You may prefer to have them take the monitor out of the package and source a better one yourself, though?

For £400 I'd want an SSD too, even the cheap £20 40gb one on ebuyer will be a massive improvement over using a HD as your OS drive.
I'd probably go for an intel pentium g3258 and an asrock motherboard like this

and overclock it. Will be a hell of a lot quicker than the i3 and cheaper to boot.

You could get this HP desktop, on sale at Argos for £269.99. Similar to the spec above but with a better processor. And then you can buy your own monitor/keyb/mouse all for well under £400.
And as jaydeeuk1 says, you could then buy an SSD to use as your boot drive which will massively speed up the computer, you'd only need a small 128GB one and they're as cheap as £40 now.0
