Grants Loans Assistance (Scam???)

Just got a letter (which looks like a page torn out of a magazine) sent to me with a post it note stuck to it hand written to me saying "call it's brilliant, J". there is a number on the letter 08003161816 claiming to be Government Programmes Centre, an organisation researching government grants and loans.
I entered the phone number into google and a website said that it was a scam after card details etc. If so it is a very clever approach as it looks just like a friend (J) has torn the page and sent it to you.
Be aware if anybody else receives a copy
