Entirely up to you how you present the I & E form to RBS - there's nothing to hide, after all. The bottom line is that he has no income of his own and thus no disposable income of his own that they could justifiably claim.
Use a covering letter to highlight any health issues of his if you so wish - there's nothing in law that obliges you to provide them with a doctor's letter here, and you don't want to have to pay your surgery for one if it can be helped.
Once they get this info, there isn't really anywhere else they can go with it. Any further letters are likely to be a case of "more of the same".
