Lowell .. Advice pleas

I am being chased for a debt from Lowell I have no knowledge of the debt and have sent a prove it letter the response I got from Lowell was the following to my astonishment !!
Dear xxxxxx
Thank you for your letter dated xxxxxx
We understand that you have no knowledge of this debt and request closure or proof of the debt or otherwise you will make a complaint to trading Standards and the FCA
This account relates to a xxxxxx credit card at xxxxx(address)
Due to the age of the account we are unable to evidence your liability and proof of the balance. Therefor we offer a discount of 15% in order to bring the matter to closure.
We understand that you may refer the matter as a complaint and therefore attach a copy of our complaints procedure.
We trust this clarifies the matter and look forward to hearing from you in the next 14 days.

How on earth can a company work and get away with this kind of practice !! they are admitting they cannot prove I owe the alleged debt however they are still asking for payment !!
Any advice as to what my next course of action should be against these incompetent muppets ?

    I thank you for your acknowledgement of my lack of culpability in this debt issue. I decline your offer of a 15% reduction on a debt I do not owe and you cannot prove that I do, and raise you a 100% reduction on said debt.

    Seriously how can a company acknowledge they cannot prove I owe a debt and then go on to ask for payment !! it really just is unbelievable !!!
