Does the tap have an isolation valve somewhere along the pipework?



If so, turn the screw by 90 degrees to stop the water flow to that tap.

I am assuming it is the hot tap, they are on a water meter or it is running that fast it will cause damage. As if not leave it on, until someone can deal with it properly.

If you have to turn it off (I am not an expert) and it is linked to the boiler I would be cautious and turn the gas/electricity off to the boiler, as some boilers will still run if they are dry and this ruins them. But be careful x
