It isn't the home owner. 'Cos when you think about it if you were in a Council house it would be the Council who owned the house but you'd need to pay the tax as the tenant.
I'm single so when i get my Council tax bill it's addressed to me and i get the single person discount off. But i imagine if you're a coulple it would be addressed to the head of the household or maybe whoever is registered as living there.Liverpool is one of the wonders of Britain,
What it may grow to in time, I know not what.

The Bill is addressed to whoever is responsable for paying it.
In my case, as a home owner, both myself and my wife are named on the bill although I pay it.
If your renting and your landlord has agreed to pay the CT then I guess the bill would be made out in the landlords name.

Unless it's written into your tenancy agreement that council tax bill is included in the rent then it would be in the name of everybody living at the property and would all share an equal responsibility to ensure it is paid.[strike]Debt 1 £50.70[/strike]Paid:D
