Guarantee dilemma's

Hi, I had a structural survey on a property that I am in the process of buying. I had a general builder go out and have a look at a flat roof on the garage that the surveyor had advised on. As this turned out this roof was okay however on another flat roof it was noted that there was a bubble where the surface has lifted. This roof was only renewed a couple of years and the owner has a guarantee however this is not insurance backed.
My question is does the guarantee cover the property or the owner?
I am going to approach the owner and see if they can get it sorted out, however this could take some time as getting a roofer to have a look has been extremely difficult. Any ideas would be appreciated.

    A guarantee is in addition to your statutory rights. Check the terms and conditions of the guarantee first to see if it covers transfer of ownership.

    Depending on the length of time passed and the underlying problem, if not covered by the guarantee, may still be covered by statutory right.
