    HNC is classed as higher education, I' surprised they got onto a HNC without doing the ONC 1st.
    There would still be a claim for ONC but not HNC.

    I thought it may have changed since I done mine, but this link suggests otherwise.

    I suppose it depends on what field they are taking the HNC in.

    HNCs (Higher National Certificates) and HNDs (Higher National Diplomas) are vocational higher education qualifications.
    While a degree helps you gain knowledge, HNCs and HNDs are designed to give you the skills to put that knowledge to effective use in a particular job.
    They are reputable qualifications that are highly valued by employers both in the UK and overseas, and can also count towards membership of professional bodies and other employer organisations.
    HNCs and HNDs are provided by over 400 universities and further education colleges.

    I'm not disputing the person may have gained entry from current qualifications, are they 17 in September?
