No windscreen ticket, Just a d/c letter

Hi,
Hopefully someone can help/advise me.
A couple of days ago I received a letter from Newlyns.
It was titled Notice of Appointment as Debt Collectors.
It states that they have been instructed to recover a parking charge of £60
It also states that I must contact them at this stage as attempts to communicate with Leeds Teaching Hospitals NHS Trust will be referred back to them.
The alleged date of parking contravention is 6/2/14

I never had a parking ticket issued and this letter is the first and only thing I've received.

I initially rang Newlyns to ask what the letter referred to as I have never had a ticket and all they said was to pay up or write to them and they would pass it on to the hospital (st. James Leeds)

I rang the hospital parking office and they gave me the email address of the person I should communicate with (at the hospital)

My question is, should I use the appeal letter template and send this to the person at the hospital or to Newlyns??
Also I'm not sure what the timescale limitations are to appeal as it is 6 months since the alleged parking contravention.

    debt collectors cannot sort out any appeals , just expect you to pay up

    the trust appears to be acting as a PPC so should be the one who offer popla, assuming they have signed up to the BPA charter and assuming that no PPC is involved

    they have 6 years in england to chase up INVOICES like these under the small claims service (MCOL)

    they are listed in the BPA AOS section, so do have an appeals procedure, but I cannot tell you if you are in the timeframe or not, only they can do so

    but its usually 28 days after any NTK in which case its debateable in your case, given the length of time

    but the newbies thread tells people its never too late to appeal, so appeal , then you will know the answer to your question, in writing

    ie:- treat the DC letter as the first NTK

    ...so the first letter - whatever they call it - is always to be treated as the 'NTK' (the NEWBIES thread does say that!) so make sure you DO NOT give away who was driving! The keeper is untouchable if the Letter is talking about a February parking event, they missed the boat for keeper liability and the Teaching Hospital aren't playing the ball game they have signed up to in the Charter I linked there. Same advice as I gave that other poster and be careful never to say who was driving even in a complaint.
